LAW 1370, 2009 - TAX REFORM
The Colombian Congress issued Law 1370 of December 30th, 2009 (hereinafter the "Law"), which includes important amendments related to fiscal matters such as: i) the extension of the patrimony tax from year 2011 through 2014 (the "Patrimony Tax") (ii) the fiscal treatment of debts between Colombian and foreign related companies and (iii) the modification of important tax benefits.

After a bidding process which Satel Counsel International, Sti Ltda and Incorbank S.A. won to advise the Ministry of Technologies, Information and Communications and preparing the bidding terms for the “Design, development, manufacture, delivery, launching and operation of the Colombian social communications Satellite System (CSCSS) during its risk period”, the drafts of these bidding terms have been published in the official Contracting website since the 26th of August in order to be commented (they are available for any comments or suggestions until 3:00 p.m. of the 9th of September).

Despite the practical complexity that the implementation of a new accounting system implies, Law 1314 was issued on July 13, 2009. Such law authorizes certain Government entities to prepare the new principles and regulations relating to accounting and financial information, setting forth the general framework that will govern the rules which will be prepared by said entities.
Upon issuance of the new law, the Government’s actions in this regard must be aimed at making the regulations relating to accounting and financial information comply with international standards accepted worldwide.
